POWERS LIBRARY POLICIES FOR PATRONS

Who May Use the Library
Powers Library is a Free Association Library which
means that anyone may enter the building and use the Library free of
charge. However, in order to borrow
library materials or use a public computer station, you will need to have a
Library Card. As a member of
Cayuga-Connect, Powers Library accepts library cards from FLLS member libraries
in
Children must have completed the
first grade before they may apply for a library card.
Children up to age 12 need to have a parent or
guardian accompanying them when obtaining a library card.
You may not obtain a library card if you have a delinquent account at any other
Finger Lakes Library.
Loan Periods
Materials checked out from Powers Library are renewable in person,
on-line and, if need be, by telephone. Please do not leave renewal messages on
the answering machine or through email as staff are not always available to
process these requests before fines accrue.
Patrons may place holds on any circulating item in our library or in the Finger
Lakes Library System at no charge. A limit of 10 holds per library card at any
time is enforced by the FLLS database system. Inter-library loan materials may not be
renewed over their designated period as set by the loaning library.
Loan and Fine Periods
§
Books, including
recorded books, 3 week loan, one renewal.
§
Recent Arrivals,
3 week loan, no renewal, limit of 3.
§
Only local
patrons may place holds on Recent Arrivals.
§
DVDs and Videos,
1 week loan, no renewal, limit of 3.
§
Magazines, 1 week
loan; newest issue, 3-day loan.
§
Certain items do
not circulate (e.g.,Reference, Local History).
§
Late books,
including recorded books, incur a fine of 10 cents per day.
§
Late magazines
incur a fine of 10 cents per day; late latest issue, 20 cents per day.
§
Late DVDs or
Videos incur a fine of 1 dollar per day.
§
Renewing will be
blocked if fines exceed $5.
§
Borrowing will be
suspended if fines exceed $10, or if there are more than 10 overdue items on a
patron’s account.
Powers Library items may also be returned to any FLLS Library, and we
accept returns from other libraries in the system in turn. When an item from another FLLS library
is returned to Powers Library, it is subject to Powers Library’s fine
structure, not the fine structure of
the owning library. Similarly, when an item from Powers Library is returned to
another FLLS library, it becomes subject to the fine structure of that
particular library.
Patrons who lose or badly damage library items will be charged for their
replacement which will be the cost of the item and a processing fee.
Copier/FAX
The Library has a copy machine that prints in black-and-white only. Patrons may make personal copies using this machine. Each page costs $0.10. Please ask staff for assistance with the copy machine.
The Library has a fax machine that the public may use to send or receive faxes. Each page faxed or received costs $1.00. The library staff will operate the fax machine for patrons. Please ask for assistance.
The Library does not provide scanner service.
The Internet
The Internet, as an information resource, enables the Library to provide information beyond the scope of its own collection.
The Internet is an unregulated medium. The Library
cannot control or monitor the vast amount of material which may be accessed
from Internet sources, much of which is erroneous, offensive, or illegal.
Individual users and/or parents must accept responsibility for determining the
reliability, suitability, and appropriateness of Internet content.
Parents/guardians are expected to work closely with their children in selecting
library material that is consistent with family values and personal boundaries,
whether the material is in print, recorded, or accessed via the internet.
Public
Computer and Internet Policy

Patrons with a
valid Library card may use a public computer terminal in the library and may
access the Internet. Visitors
to the area may obtain temporary computer-use permission.

Computer users
must sign in and sign out with their full name.
·
New users are
required to read and accept the Internet Policy prior to getting on a public
computer.

Anyone 14 years
old and under must have a parent sign a juvenile Internet permission form,
which will be kept on file in the Library.

Each patron is
allowed a maximum of 1 hour total computer’s use per day. There is a
30-minute time limit when others are waiting; computers are turned off 5
minutes prior to closing.

There is a $0.10
charge for each printed page.
·
Patrons may not
tamper with, edit, alter, damage, or change locations or documents on the
computers.

Patrons may not
install, download, or save any software, programs, or files onto the hard
drives.
·
Patrons may not
create desktop shortcuts on library computer screens.
·
Accessing
pornography is strictly forbidden; offenders will lose their library computer
privileges. N.Y.
U.C.C. Penal § 235.00-235.24 (Consol. 2004).

Adults who are
using a computer terminal and are accompanied by children are expected to keep
their children quiet and appropriately occupied while in the library.

Patrons are
expected to keep conversation to a minimum and to a whisper while seated at a
public computer terminal.
NON-COMPLIANCE WITH THIS POLICY WILL BE GROUNDS FOR REVOCATION OF COMPUTER AND INTERNET PRIVILEGES AT POWERS LIBRARY.
